Test webhook configuration

Sends a one-off test delivery. Pass webhook_id to reuse stored configuration, or override_url/test_payload for ad-hoc testing.

Webhooks created earlier may still store retired names (time.entry.*, invoice.*, asset.*, system.*, workflow.*, custom.event); those are returned as stored, never deliver, and are rejected when newly added.
