Retry delivery

Re-queues a previously failed delivery as a fresh attempt on the shared webhook delivery queue (rate limiting, backoff and auto-disable still apply). Returns 202 without sending the request in-band; the new attempt lands as its own delivery row. Test deliveries are rejected.
