Retry failed deliveries

Re-queues every failed/abandoned non-test delivery of the webhook, oldest first, collapsing repeated attempts of the same event to a single enqueue. Accepts an optional since/limit body (default limit 500, max 1000) and never performs the HTTP calls in-band.
